Recent Activity:
Currently, the LA-RICS project is progressing on several fronts. A Joint Powers Agreement (JPA) which enables the agencies to manage the system collectively, was developed by a working group comprised of representatives from the Los Angeles City Chief Administrative Office, Los Angeles Fire Department (LAFD), Los Angeles Police Department (LAPD), Los Angeles Sheriff’s Department (LASD), Los Angeles County Fire Department (LACoFD), County of Los Angeles Chief Executive Office, Los Angeles County Department of Health (LACoDHS) and the Los Angeles County Internal Services Department (ISD); cities of Santa Fe Springs, Pasadena, Glendale, Beverly Hills, San Fernando, Monrovia, Culver City, Redondo Beach, Panorama City and El Segundo; and the Los Angeles Unified School District (LAUSD). The Regional Interoperability Steering Committee approved the JPA on June 5, 2008.
The County Board of Supervisors authorized and executed the JPA on August 19, 2008. The JPA is currently under review by the City of Los Angeles. The JPA becomes effective and the LA-RICS Authority (Authority) will be formed 45 days after the JPA is authorized and executed by both the City and the County. Prior to that date, public agencies will have the opportunity to become members of the Authority by adoption and execution of the JPA.
Once the JPA is approved and the Authority established, a Request for Proposal (RFP) with detailed system requirements and technical specifications will be completed and issued for the LA-RICS. The LA-RICS Technical Committee is currently developing the technical specifications and work has begun on the administrative portion of the RFP. The RFP is expected to be completed in the first quarter of 2009, after the Authority is expected to be formed.
Agency representatives continue to work to secure funding for the LA-RICS. To the fullest extent possible, grant funding will be sought to fund this project; in fact, the regional stakeholders have agreed that 60 percent of all Urban Area Security Initiative (UASI) grant funding for the region will be dedicated to the LA-RICS. To this point, approximately $86 million in grant funds have been allocated to the LA-RICS or equipment that can be used with the LA-RICS. Despite the expected availability of future UASI and other grants, additional funding will be needed to complete the LA-RICS.
